MBDA Request for Comments: Rural Business Center Program
The Infrastructure Investment and Jobs Act included statutory authority within the Minority Business Development Act (the Act) for the Minority Business Development Agency (MBDA) to establish a Rural Business Center Program. Rural Development offers entities an opportunity to use up to 10 percent of a loan, grant or loan guarantee to build, improve or acquire rural broadband facilities and equipment in areas not served by a minimum acceptable level of broadband service which is 25 megabits downstream and 3 megabits upstream for both mobile and fixed service. This final rule is authorized by Section 6210 of the Agriculture Improvement Act of 2018 (The 2018 Farm Bill). See additional information in the Federal Register.

USDA Invests $598 Million to Improve and Modernize Rural Electric Infrastructure After Severe Weather and Age Test the Grid
USDA announced a $598 million rural electric loan package to build or improve electric infrastructure in 11 states. Several of the loans will help expand smart grid technologies, which can be a catalyst for broadband and other telecommunications services in unserved and underserved rural areas.

Tribal Energy Atlas
This tool was developed by researchers from the Department of Energy’s National Renewable Energy Laboratory for the Office of Indian Energy to assist tribal energy project planners, technicians, and investors with analyzing energy options in Indian Country. It is an interactive geo-spatial application allowing tribes to conduct their own analyses of installed energy projects and resource potential on tribal lands.
CDFA Community Facilities Technical Assistance Program
CDFA has worked with the USDA Rural Development to develop an innovative technical assistance approach to support rural communities that have recently experienced a natural disaster. The goal of this program is to help rural communities utilize USDA’s Rural Development Community Facilities Programs, along with identifying other potential development finance tools, to aid in the rebuild and recovery after a natural disaster.

USDA Launches Webpage to Announce Rural Broadband Projects Seeking Funds Under the Electric Program
USDA has launched a webpage to notify the public when the Department has received applications from rural electric cooperatives and utilities for loans and loan guarantees in which up to 10 percent of the funds will be used to deploy broadband service. This website supports a final rule authorized by Section 6210 of the Agriculture Improvement Act of 2018 (The 2018 Farm Bill) to allow the use of funds under select programs to help expand access to broadband services in rural America.
